When HBO made Rome, they cast Max Pirkis as the young boy who was going to grow up to be Augustus Caesar. They ought to have had everyone refer to him as Octavius before Julius Caesar [SPOILER], but they didn't.
For the second season, after [SPOILER], it was appropriate to refer to the same character as Octavian, because [SPOILERY ROMAN NOMENCLATURE REASONS]. They also swapped actors to show the passage of time. Simon Woods was hired so Octavian could legally get all the way naked, and Max Pirkis was out of a job. Any arguments that Woods took over because Pirkis was not plausible as a proto-emperor should be addressed to someone who hasn't seen the show.
So I propose to you: who would be the appropriate suddenly-grown-up, and possibly Even MoreMachiavellian Alexandrian in hunger for power, form of various young actors? Close physical resemblance is less important than plausible continuity of presence.
Daniel Radcliffe could have gotten his kit off even earlier, had he been Octavius. But then he'd grow up into someone else. Who?
If Octavius had grown up with Agrippa, Rupert Grint could've had an earlier job. And then gotten older and bitter and become another actor.
